The Public Generating Pool, in collaboration with 14 other sponsors, engaged E3 to conduct a comprehensive assessment of utility resource adequacy in the Pacific Northwest. Early findings reveal a growing challenge: accelerated load growth and continued utility retirements are projected to create a significant resource gap beginning in 2026—expanding to 9 GW of effective capacity by 2030.
While preferred resources like wind, solar, and batteries offer important contributions, they currently provide only limited support in meeting the region’s adequacy needs. Development of new resources faces hurdles including permitting and interconnection delays, federal policy constraints, and rising costs.

Ryan joined The Public Generating Pool in December 2024 as an Energy Policy Analyst. His work at PGP focuses on resource adequacy and the energy transition. He’s an alum of WWU’s Institute for Energy Studies, earning his BS in Energy Science and Technology. He holds an MS degree in Environmental Science from WWU’s College of the Environment. His research career began in Materials Science, assessing coal ash as a thermal medium in Concentrating Solar Power plants. As a research intern at OCEC, Ryan studied efficient disbursement of BPA’s rural energy efficiency funds and drafted a five-year action plan. His thesis was an application of Life Cycle Assessment in the agriculture industry.
